We join with Dr Kwasman in the shared sense of despair and loss that drug abuse represents for the addicted individual and his or her family. We must acknowledge that we differ from Dr Kwasman in the perspective from which we view this tragic phenomenon. We believe that drug addiction is a disease in need of treatment. We believe that the lives of women who abuse drugs are of value and must be considered in any discussion about the lives of their children. We believe that the best environment for a child is a stable, loving family with the resources to provide nourishment and shelter for spirit and mind as well as body. We acknowledge one of the most difficult realities of this world; that such homes are not available for some children, whether or not their parents use drugs.
